It's a Windows 8 app. Unfortunately there's no refresh button and no auto update with this version. You can check it out yourself, the app is in the store (for free) called Fail Videos.

You can show up to 50 Videos by adding "&max-results=50" to you feed URL. Unfortunately YouTube won't allow more items per playlist.
